Shredded Documents decoded

With the discovery of shredded documents and the subsequent piecing together http://www.wikihost.org/w/malthusian/shredded_documents one in particular stood out, the blue image of the Treasure Island map and a phone number:

Sending a basic text to the number results in "Really?  Don't waste our time" as a telephoned response, this was of particular interest to me, having solved the Treasure Island cipher some time back.

So, I sent the code from Treasure Island - DEAD MEN DON'T BITE - to the number and received a long telephone call in return, stating
